The estimate allows a fraction of the electricity supplied to be lost during charging. Billed energy is stored energy divided by one minus the loss fraction. Real-world losses vary.
Does this calculate charging time?
No. Charging speed changes with the charger, vehicle, battery condition and state of charge. A simple maximum-power division would not reliably predict the session length.
